Dirt Rally is more oriented towards simulation, while Dirt 4 is oriented toward arcade. Look up Dirt 4 Sim or Arcade and there are a bunch of forums discussing this topic, and comparing in it with Dirt Rally.

Dirt rally is a harder game, the steering is more realistic, the courses materials (gravel, asphalt, etc) is an extreme difference while in dirt 4 the cars have insane grip no matter the surface. In dirt rally every car feels different and should be driven different.

Dirt 3 has a large range of off road racing disiplines and much more of an arcade feeling game. Dirt Rally, focuses mostly on Rally. There is Rally Cross and Pike's Peak included as well. However for the most part, it's only rally. They also tried to make the game much more sim feeling than arcady. This makes the game A LOT more difficult.
